We have a vision to create 'a safe, sustainable, vibrant Community', however communities don’t just happen.
Our Strategic Plan 2028 outlines our plan to deliver this vision for and with our Community.
Our sights are set on future-proofing our city, caring for our community, growing our economy and greening our environment.
Together we can create a strong, exciting and connected community that we can all be proud of.
The Plan centres around four key goals:
- Support our Community and Businesses
- Protect and enhance our environment
- Manage our assets effectively
- Deliver strong leadership.
Strategic Sub-Plans
Our Strategic Plan is supported by the strategic sub-plans. These documents collectively make up our Strategic Plan suite and work collectively to achieve Council’s Vision and Goals, and fulfil its Mission.
Our Community Wellbeing Plan is a people plan that guides how we will work with the local community to deliver social outcomes that meet current and emerging needs, ideas, gaps and aspirations of our community.

Our Economic Development Plan guides how we will work together with the local Community to attract, retain and promote local businesses to grow our economy, encourage innovation and foster Community pride.

- Champion a sustainable and innovative future.
Our Environment Plan guides how we will work together with the local Community to deliver improved environmental outcomes for our City.
The Plan centres around four key goals:
- Lead our City to a climate resilient, sustainable future
- Green our City
- Improve our waste diversion and resource recovery
- Manage our water resources sustainably.
The Long Term Financial Plan (LTFP) is a 10-year forecast of Council’s financial performance and position.
Council reviews its LTFP annually, after the adoption of its Annual Business Plan and Budget.
Our Asset Management Plans detail information about our assets, together with actions required to provide an agreed level of service in the most cost-effective manner. The plans define the services to be provided, how the services are provided and what funds are required to provide over 10 year period.

Strategic Plan Reporting
We're committed to transparency and accountability in the delivery of our Strategic Plan. In line with our Strategic Management Planning Framework, we will report half-yearly on the implementation of the Plan for the duration of the Plan.
