Boundary realignment

What has been proposed?

In 2019, Campbelltown City Council initiated a process to review the boundary between the Campbelltown City Council and Adelaide Hills Council areas.

The area in review is shown in blue on the map below and considers moving the Campbelltown Boundary east so that Woodforde and the remaining area of Rostrevor become part of the City of Campbelltown.

Proposed Boundary Realignment Map

Why is it being proposed?

Council believes that there are strong communities of interest as the residents in these areas generally spend a lot of their time in the Campbelltown area. Whilst part of the area borders the beautiful hills face zone it is also considered that the area generally has a metropolitan feel, with some residents from the area indicating that they associate more with a metropolitan lifestyle rather than a hills lifestyle.

Many residents within the blue area on the map have strong connections with Campbelltown. They attend schools, are members of sporting (and other) clubs, shop, play, socialise and even work in the area.

Being so close means that we can provide prompt and efficient services to these residents. Being part of Campbelltown means these residents will also be able to influence and shape delivery of the services and facilities they use and enjoy.

It also means that Council will be able to better manage stormwater, parking, traffic management, and other infrastructure issues on the boundary (e.g. Glen Stuart Road that borders the new Hamilton Hill development). It makes sense for one Council to manage these issues.

What is the process?

Changing the Boundary is a legislative process with defined steps:

✓   Stage 1 proposal submitted to Boundaries Commission

Council submitted a proposal to the Boundaries Commission, who provided permission for Campbelltown to explore this boundary change.

✓   Community consultation

Council consulted with its Community, as well as the residents and property owners in the relevant area in Woodforde and Rostrevor. Outcomes of the community consultation were presented to Council for consideration.

✓   Stage 2 Council decision

Following an analysis of the consultation report, Council resolved at its meeting on 6 April 2021, to submit a Stage 2 submission to the Boundaries Commission with respect to the boundary realignment between Campbelltown Council and Adelaide Hills Council.

✓   Stage 2 submission provided to the Boundaries Commission

The Stage 2 Submission was provided to the Commission in April 2022 and the Commission advised that an inquiry into the Proposal may proceed. The Commission will thoroughly investigate the proposal, including undertaking engagement with affected councils and communities.

➔  Commission investigation

An independent investigator was appointed by the Commission in August 2024 to assess this proposal.

It is now your chance to have you say on the proposed change. To learn more and have your say about the proposed change, visit yoursay.sa.gov.au/campbelltown-boundary-review.

Consultation closes 5 pm, Friday 20 June 2025.

Once the investigation is complete the Commission will make a final recommendation in a report presented to the Minister Local Government.

⦿  Decision by the Local Government Minister

The Minister Local Government makes the final decision having considered the recommendations made by the Commission.
