Provision of footpaths

Council has a policy to provide a paved footpath on one side of each road within our City. On major roads, bus routes and roads where there’s high pedestrian use, Council may provide a footpath on both sides of the road.

Footpaths are generally 1.5 metres wide and where possible constructed with brick paving.

For further information refer to Council's  Footpath Development and Maintenance Policy.

Driveways

Driveways are made up of:

  • An invert, which is the opening in the kerbing to permit a vehicle to leave the roadway and enter a property.
  • A crossover, the section of land between the property and the roadway which is used by vehicles to access the property.

Construction and modification of driveways

Under the Local Government Act 1999, the responsibility to construct or modify a driveway (crossover and invert) rests with the property owner.

Repair of driveways

If an invert is damaged, Council will assess and repair damage as necessary.

Damaged driveways (crossovers) are to be repaired at the property owner’s expense.

Additional driveways

Multiple driveways may be permitted on a property under limited circumstances.

Considerations for approval include:

  • If the proposed driveway is near a bend or close to an intersection
  • If street signs, stobie poles or other public infrastructure can be relocated
  • Utility pit modifications (e.g. Telstra), to be arranged and paid for by the resident, through the utility provider
  • The location of established street trees
  • The availability of street parking

Applying for an approval for additional driveway does not guarantee approval.

Getting approval

Permission is required to construct, modify or remove a driveway.

To obtain approval, a Road and Verge Authorisation Form (Section 221) must be completed and submitted to Council. Council will consider your application and respond to you.

Residents will need to provide the following information with their application:

  • A scale plan of the property showing the proposed location of the driveway
  • Width of the proposed driveway (crossover and invert)
  • Proposed materials for the driveway

The application process helps to ensure that driveway meets Council’s standards and specifications. Please refer to Council’s standard driveway detail to assist you with the construction of your crossover and kerbing.

Council can provide advice about construction and levels for construction of driveways free of charge.

Driveway materials

Driveways must be constructed in concrete, block paving or other slip resistant materials. Slip resistant exposed aggregate may be used upon Council approval.

If future roadworks require the replacement of an exposed aggregate driveway, including the kerbing invert, these will be completed in plain concrete.

Carrying out works

Once you have received approval for construction of your driveway, you can engage any properly skilled contractor on your behalf.

The permit holder or contractor must have adequate public liability insurance (minimum $10,000,000). No work is to commence until Council receives a copy of the current insurance policy.
