ESCOSA Local Government Advice

In April 2022, the Local Government Act 1999 was amended to establish an advisory scheme for all 68 Councils. The aim of this advice provided by this scheme was to give ratepayers confidence that the rates they pay are set at the level necessary for their Council to provide the services they value, with Essential Services Commission of South Australia (ESCOSA) engaged as the designated authority to undertake this process.

The first tranche over a 4-year cycle commenced in the 2022/2023 financial year. Campbelltown was included in Tranche 3 of ESCOSA’s Local Government Advice (Advice) schedule, along with another 16 Councils. The advice published in February 2025 is required to be included in Council’s draft and adopted Annual Business Plan and Budget (ABP&B) from 2025/2026 and in each subsequent financial year until the next review is undertaken.
