Soft landscaping

Under the Planning and Design Code, all new dwellings from 19 March 2021 must provide soft landscaping to:

  • reduce heat absorption
  • provide shade and shelter
  • improve stormwater infiltration
  • support biodiversity
  • enhance the appearance of homes and streets.

These requirements help to create a cooler, greener, more sustainable urban environment.

What is soft landscaping?

Soft landscaping refers to areas that are pervious and support plant growth (e.g. lawn, garden beds, shrubs, trees).

Soft landscaping does not include artificial turf, pervious paving, or any paved/hardstand areas.

Artificial turf

Artificial turf is not permitted where soft landscaping is required. It does not provide cooling, support biodiversity, or proper water infiltration.

If a lawn is shown on approved plans, it must be a living lawn, not artificial turf.

If you do install artificial turf in place of soft landscaping:

  • it is a breach of approval
  • Council may require removal and replacement with approved soft landscaping
  • enforcement action may be taken against the owner or builder if not rectified.

Landscaping and planning applications

Soft landscaping areas must be shown on your site plan. Provide a plant legend showing plant types or acceptable alternatives.

Council advises that all owners should retain a copy of their stamped plans, including landscaping, from their builder/designer.

Changing your landscaping

If you want to change your approved landscaping plans:

  • you can use different plants, but they must meet the Code’s performance outcomes (minimum sizes and heights of plants).
  • changes require an amendment to your application via a variation.
