Council project named a finalist for Excellence in Innovation

Campbelltown City Council is proud to have been named a finalist in the Excellence in Project Innovation category at the upcoming 2026 IPWEA South Australia Excellence Awards.

The nomination recognises the innovative approach taken to deliver the Borrillo Avenue Stormwater Rehabilitation Project and the long-term benefits it will provide to the community.

The project renewed a critical section of the stormwater network located beneath the rear easements of 12 residential properties. The 180-metre pipeline had experienced multiple structural failures, including collapses, blockages and sinkholes, creating risks for nearby properties and the community.

The project presented significant challenges, with much of the pipe located deep beneath private backyards and its condition largely unknown due to collapsed sections preventing full inspection. Rather than undertaking extensive excavation works, Council partnered with specialist contractor Plumbing and Pipeline Solutions (PPS) to implement an innovative and adaptive approach. Using specialised robotic equipment and advanced camera technology, crews progressively cleared and assessed the pipeline before installing a UV-cured liner that effectively created a new pipe within the existing asset.

This trenchless rehabilitation method avoided major disruption to residents and prevented the need for extensive excavation across private properties. It also reduced environmental impacts by preserving existing infrastructure and using water-recycling equipment during cleaning works. With an expected service life of 100 years, the project has delivered a safer, more reliable stormwater asset while demonstrating how innovation, collaboration and modern engineering can overcome complex infrastructure challenges in highly constrained urban environments.
