Why is Council doing this project? What are the benefits?

Campbelltown Village is facing increasing pressure and competition from other shopping areas and requires an upgrade to revitalise the precinct. There is a strong need to improve the amenity of the shopping area’s public realm, the streetscape of Lower North East Road and the safety of footpaths.

Council adopted a Master Plan in 2011 to revitalise the precinct including undergrounding of the overhead power lines that clutter the streetscape vista, improving the pedestrian experience and the streetscape (including street tree planting and public art).

2 Phases to the Project

The first phase is the undergrounding of the power lines and upgrading lighting, which is a complex project, given the location and the number of services in the area.

  • Phase 1 – Trenching and installation of conduits
  • Phase 2 – Installation of undergrounding power cables (expect limited power outages)
  • Phase 3 – Consumer mains alterations (power from footpaths to property), including street lighting (expect limited localised power outages)
  • Phase 4 – Remove stobie poles and powerlines (expect limited power outages
  • Phase 5 – Street lighting (Late 2022)
  • Phase 6 – Council streetscape improvements (expect commencement in 2023)

Following this phase the second phase is the beautification works that are still being finalised and will include paving, street tree planting, seating, landscaping, and public art and these works are envisaged to commence after the undergrounding works are completed.

Are you constructing what is in the Campbelltown Village Master Plan?

Council has used the Campbelltown Village Master Plan as a guideline to prepare concept plans for the precinct, however as the detailed design is finalised further changes may be required that deviate from the original designs.

How much is the project costing?

The undergrounding of power lines cost is in the order of $5.9m and Council pays a third of this cost as its contribution. However, this cost does not include streetscape improvements.

Is Council doing the work or contactors?

SA Power Networks as the owner and operator of the electricity distribution network, will manage to the undergrounding process. SA Power Networks will engage a civil contractor to undertake construction works on their behalf and Council will work closely with SA Power Networks and the Department of Infrastructure and Transport (DIT) as owner of the road during the process.

Where exactly are the works being done?

The work is between Hill Street/Brooker Avenue and Church Road, Campbelltown.

Are street trees being removed? If so, how many?

We envisage that minimal trees will be removed (subject to construction phase) for the undergrounding works and several trees will be replaced (if they have been identified as being in poor health). The final decision will be made on site, rest assured that all significant trees have been considered in the preliminary design phase and will not be trenched near or removed.

Who was consulted? When?

Traders were consulted during the development of the Campbelltown Village Master Plan. The general community was consulted via an Annual Business Plan consultation in 2016/2017 regarding budget bids for this project and ongoing discussions are occurring with local traders. An information session was held in January 2019 outlining the project. Regular communications via emails have been distributed to traders for all updates.

A zoom meeting was held in September 2021 providing updates to the traders on the upcoming construction work scheduled in November 2021.

Who do I contact if I have concerns?

While SA Power Networks is managing the construction undergrounding powerline part of this project, as project sponsor, Council will be the main point of contact for any queries.

What is a staged approach? How big are the stages?

Stage 1 will occur in Downer Avenue near Gorge Road to Kerry Street for the installation of underground power cables. This new cable route will not result in undergrounding of the existing powerlines. Stage 1 was completed ahead of schedule on 7 May 2021.

Stage 2 will occur on Lower North East Road between Hill Street/Brooker Avenue to Church Road and approximately 55m North East of Gorge Road.

Given the location, number of the services and the complexity of the project, the below is the proposed sequence of the stage 2 works:

  • Phase 1 – Trenching and installation of conduits
  • Phase 2 – Installation of undergrounding power cables (expect limited power outages)
  • Phase 3 – Consumer mains alterations (power from footpaths to property), including street lighting (expect limited localised power outages)
  • Phase 4 – Remove stobie poles and powerlines (expect limited power outages)

How long will each stage be affected? When is each stage?

Stage 1 has been completed ahead of schedule on 7 May 2021.

For stage 2, the majority of trenching on Lower North East Road will take place at night between 8:30pm to 6:00am (subject to Department of Infrastructure and Transport’s approval) to minimise impact to businesses and to minimise traffic disruption. However, works on some side streets may be undertaken during the day subject to approval from the Department of Infrastructure and Transport (DIT) as the owner of the road. DIT may place restrictions on the work hours however, it is envisioned that SA Power Networks will minimise traffic disruptions as much as they can.

When do roadworks start?

Stage 1 has completed ahead of schedule on 7 May 2021 and Stage 2 is scheduled to commence from November 2021.

Land Owners, Businesses and Residents

How will it affect residents and businesses?

There will be some inconvenience through road restrictions as the traffic speed needs to be reduced around the work zone areas; access to properties/businesses will be restricted at times, bicycle lanes will be closed, footpaths will be impacted, road crossings will be impacted in some areas, bus stops will be temporarily impacted and on street parking will be restricted in the areas being worked on. SA Power Networks and Council will work with businesses/affected property owners to minimise the inconvenience for traders and their customers and residents. Further detail on the typical traffic management plan will be provided once the program is received by Council.

It is important to note that localised impacts will predominantly occur while the civil works are undertaken in front of traders and residents at night.

How does it affect me as a resident/business owner?

You may experience delays along Lower North East Road due to temporary traffic restrictions.  There may also be some minor inconvenience when accessing particular businesses/properties during the construction period. All businesses will continue to operate during the construction phase.

Will you be fixing the Campbelltown Village Shopping Centre carpark?

The scope of works is limited to the public domain and therefore no works inside private properties are envisaged or included. However, Council will continue to work with land owners who wish to improve their properties to take advantage of these improvements by the Council.

How will this affect my business?

Council will endeavour to maintain vehicle access to shops where practical, however, it is expected that the trenching will occur during the night time to minimise any inconvenience to the businesses. As the trenching is estimated to achieve 20 metres per night, the driveway will be expected to be inaccessible for one night.

SA Power Networks and Council will liaise closely with business owners to minimise any inconveniences and will work with and advise these businesses in advance of these works.

How will my customers know that shops are still open?

Council will use its various media and social media channels to promote the precinct and that area is open for business.

Will Council be working with businesses to upgrade the shops and carparks along Lower North East Road?

Council will explore all partnership opportunities with shops to enhance the precinct. However no physical works inside property boundaries have been budgeted for as part of this project.

What changes will be made to footpaths during construction and after the project is completed?

Similar to any other footpath improvement works along a main road, temporary pedestrian restrictions and access will need to be restricted. Once the project is completed, the walkability along Lower North East Road between Hill Street and Gorge Road will be greatly improved by wider footpaths in some locations.

Will on-street parking be affected on Lower North East Road and side streets?

Yes, during construction phase only.

Will these works improve access from Ann Street and Gorge Road to Lower North East Road?

There will be no changes affecting the main access points in this project. Downer Avenue is envisaged to be more pedestrian friendly whilst accommodating traffic flow.

Will Gorge Road be affected?

Yes, the intersection of Gorge Road and Lower North East Road will be affected during the construction phase and the contractor will need to submit a Traffic Management Plan to the Department of Infrastructure and Transport on how traffic will be managed during construction phase at the intersection. It is proposed the trenching across Gorge Road intersection will occur at night time.

Will there be any disruption to power or other services?

For the safety of the construction crews, it is likely to be two to three power outages of up to ten hours. SA Power Networks will attempt to minimise both the frequency and duration of outages and will notify the account holder in writing with at least four working days' notice on each occasion. You may also register for free SMS updates about planned or unplanned power outages using the NMI number from your power bill at bit.ly/SMS updates or via SA Power Networks' website. SA Power Networks will liaise with customers and business owners when dates are confirmed regarding any possible outages.

Will back up power be provided during power outages?

No, SA Power Networks and Council will not provide any temporary generator during this period. However, you can arrange your own temporary generator and please inform SA Power Networks of any temporary generator you have installed as it may have impact to their construction crews safety. Please ring 131 261 during business hours if you have any queries.

Can I receive power outage alerts?

Yes, you can sign up to SA Power Networks for outage alerts. To sign up visit the SA Power Networks Website.

Cyclists

Can I still ride my bike on Lower North East Road both during and after construction?

There may be occasion where the bike lane may be temporarily restricted during construction (in particular at night time) to allow installation of the underground conduits and cables. However, it will be reopened to the cyclist by the morning.

Will different bike routes be promoted?

Council has no plans to do this at this time.

Bus Users

Will bus stops be affected?

Yes, these may need to be temporarily moved during the construction period. Notices will be posted on the bus stop post to explain the temporary alternatives.

Will bus routes be affected?

No, this is not anticipated however the bus stop will be temporarily moved.

Will the community bus still go to the Campbelltown Village Shopping Centre during construction?

Yes, at least one entry and one exit to the Campbelltown Village will be maintained where possible.

Road Users

Will the 40kph speed limit be ongoing or just when work is conducted?

Speed reductions will be anticipated to be in place to 40km/h on Lower North East Road adjacent to the work zones. However, this will be determined at a later date depending on DIT (Department of Infrastructure and Transport) approval, it is likely that daytime will maintain 60km/h for the majority of the works.

Will Lower North East Road be closed any time during construction?

No, Council will aim for both lanes to remain open during the construction period where practical. In doing so, temporary traffic control arrangements will be in place and work zone speed limits will restrict the flow of traffic. However, it is anticipated that side roads will need to be closed for one/two nights where required to undertake the trenching works.

Will traffic levels/speed limits and directions change after construction?

Speed limits are expected to remain as 60 km/hr.

Will both sides of the road be affected or is each side of the road being done separately?

The work will generally be done on one side of the road at a time, however there will be a period where works may occur on both side of the road at the same time as both sides of the roads will have the powerlines undergrounded. The trenching works at night will block off a section of one side of the road resulting in one lane each way on the opposite side of road.
