Proposed Hambledon Hub

Council is considering the development of 'Hambledon Hub', a brand new community facility in the heart of Campbelltown, providing opportunities for community members of all ages, abilities and backgrounds to connect, learn, share and thrive.

It’s proposed the Hub would be a welcoming place, offering a wide range of free/low cost services, activities, support and information, as well as meeting spaces, play spaces and garden area for all to access and enjoy. On-site car parking would also be included.

Proposed Location

The proposed site for the new facility is 34a Hambledon Road, Campbelltown – the site of the old Campbelltown Kindergarten.

The building and other structures on the site were built in the 1960’s to house the Campbelltown Kindergarten (which closed in 2010), and are no longer relevant to current community needs. In 2024, these buildings will be demolished and the site will be cleared.

It is proposed a brand new facility be built on the site.

Proposed Programs and Services

Based on feedback received to date from local residents and service providers, the following services and activities are proposed to be held at the Hub:

  • Opportunities for social interaction
  • Outreach services
  • Parenting and family support
  • Education/training opportunities
  • Space and activities for children and young people
  • Space for community to meet
  • Men’s Shed/Women’s Shed
  • Tool Library/Library of Things (tools, gardening equipment, appliances, etc…)
  • Garden
  • Opportunities to Volunteer

Project Background

The Hambledon Hub project came about following a series of Council decisions:

  • March 2021
    At its meeting on 16 March 2021, Council resolved “That Council support the concept of a Community Hub being developed at Allotment 15-16 Hambledon Road, Campbelltown” (the former Campbelltown Kindergarten site).
  • May 2021
    At its meeting on 4 May 2021, Council resolved that staff "progress the planning for a concept of a new Community Hub being developed on the site.”
  • May – October 2021
    Staff met with a number of community organisations providing services in the area about how they would use the facility, and following these discussions preliminary concept plans were prepared in order to seek Federal and/or State government funding for the project.
  • November 2021
    At it’s meeting on 16 November 2021, Council resolved “that Council endorse the Concept Plan for the proposed Hambledon Hub for the purpose of seeking grant funding opportunities.”
  • June 2022
    No grant funding was secured and so staff went “back to the start” to begin the process of getting to know the local community to gain an understanding of what they want/need on the site. A part time Community Development Project Officer was employed to undertake this work.
  • December 2022
    It soon became apparent that the preliminary concept plans prepared in 2021 were not suitable to meet community needs and wants, and new plans would need to be prepared if there is sufficient community support for the hub.

Project Timeframe

The next steps toward the development of the Hambledon Hub are:

  • During 2023
    Council staff will continue to meet with local residents and key stakeholders to further develop an understanding of local community needs and wants, and to gauge the level of support for the proposed Hub.
  • December 2023
    The current lease on the site ends.
  • Early 2024
    Buildings to be demolished and site cleared.
  • As at end of March 2024
    A report on the site will be taken to Council at a future date.

Project Budget

  • There is currently no budget to build the new facility.
  • If there is sufficient community support for the proposed Hub, then new concept plans would need to be developed and endorsed by Council for community consultation, in line with Council’s Public Consultation Policy, and funding would need to be secured.
