The Development Act establishes Development Plans as the primary development guideline document in South Australia. Development Plans are integral to achieving the aims of both the South Australian Planning System and the needs and wants of the community.
The Development Plan covers matters including zoning issues, building appearance and neighbourhood character, land division, building siting and setbacks and environmental guidelines. The Development Plan also lists places of Local and State Heritage significance.
When assessing an application, Council's planning staff must consider all parts of the Development Plan.

The Campbelltown (City) Development Plan has the following structure:
The Council Wide Section contains general policy that applies across the metropolitan area. The policies include topics such as residential development, centres and shops, heritage and significant trees.
The Campbelltown (City) Development Plan contains 11 zones including Residential Zone, District Centre Zone and Hills Face Zone. The zones list the objectives and particular design requirements for development in the area, as well as listing complying and non-complying development.
Policy areas provide more detailed policy and apply in addition to zones. Campbelltown (City) Development Plan has only 2 Policy Areas being Poets Corner 620 Policy Area (166 kb) and Poets Corner 750 Policy Area (125 kb).
Tables within the Development Plan are referenced by the Zones and the Council Wide section of the Development Plan. The Campbelltown (City) Development Plan contains 3 tables that list the conditions applying to complying development, Local Heritage Places and State Heritage Places.
The last section of the Development Plan contains maps detailing the zoning for each property in the Council area.
Council is required by the Development Act to review its Development Plan every three to five years. Council can also amend and change policies as required by undertaking a Development Plan Amendment (DPA).
Updating the Development Plan to reflect Council's expectations regarding future development is an important way of achieving Council's strategic goals. Updates can be undertaken for specific zones or be topic specific such as local heritage, stormwater or urban character.
A Development Plan Amendment undergoes a number of processes including preliminary investigations, consultation with government and non-government agencies as well as public consultation. The Minister for Urban Development and Planning must agree to the content of the DPA at all stages of this process and also endorses the final version.
